Right to Education Act History
All Indian children between the ages of six and fourteen are entitled to free and compulsory basic education according to the 2009 passage of the Right of Children. By Article 21A of the Constitution, the Act aims to create an inclusive and integrated educational system by requiring private unaided schools to reserve at least 25% of their entry-level seats for students from socially and economically.
The Odisha government’s School and Mass Education Department has introduced this online RTE PARADARSHI site to oversee the execution of the provision with greater accountability and transparency.

| How To Apply Process | Visit the www.rteparadarshi.odisha.gov.in webpage. Click on Registration and then Student Registration when the website opens. When the registration form opens, carefully fill it out with the correct information. On the provided mobile number, you will receive a registration number that you can use to enter the lottery. After completing every field, press the “Save and Next” button. Click “Submit” once all the information has been entered. |

For Schools
- Every qualified school must see the private School Man. Enter the UDISE code and update all required information by visiting the school’
- Go to registration and select School Registration after the page has opened.
- After carefully filling out all the fields when the form opens click Save and Next.
- Click Submit once all the information has entered.
- Enter the class that is accepted by the school in the entry form 2025 Pre-primary or first class
For Government Officials
- Directorate of Education, the respective parents will visit the office of the Block Education Officer (BEO) with all required hard copies of original documents.
- Two sets of self-attested photocopies of all records and two passport-sized photographs after successfully submitting their applications through the online RTE Paradarshi portal.
- The appropriate BEO will confirm the students’ eligibility for the state-level online lottery by comparing the hard copies of their original documentation with their applications.
- One set of physical copies of each student’s record will be retained by the concerned BEO office for future use. Another set will be sent to the schools to whom the students are assigned following the online lottery. BEO will also provide guidance.
